@jarrad96 what he is talking about is the launcher can not handle servers with more than about 20 mods because of limitations in the steamworks API, which is not fixable - BI has no options here

I want to reupload this in a mod I use for my unit, which contains similar compats/functionality such as Ace-RHS, adv. ropes, and RHS-Niarms, for sake of convenience for the server and members; bypassing the "Server can't transmit all data; list of required mods may not be complete" issue.
Would I be allowed to do so?
That sounds strange tbh, as no matter what additional mod you use alongside ACE, you always have your earplugs. Not using MLO because you have to put on your earplugs, in spite of using a helmet that appears to have earmuffs is weird tbh.
If nothing else, putting on or taking out ACE earplugs can just be thought of as a simulation of you putting on earmuffs/protection - no matter what visuals they have.
