Report a translation problem
It would be great if you'd report the bug directly to Matt in the discord group, I can try to recreate it and report it again myself but custom content bugs seem to be really low priority right now and having more people making reports might change that.
I've done some testing and yeah, it's your custom character npcs, you can try it yourself with shapeshifter custom character that has Zombiism trait that turns npcs into zombies
What happens is that when you possess these new custom character npcs, your custom character shapeshifter with zombiism gains their traits and objectives, changing the entire game narrative, this bug is so persistent it will constantly change objectives whenever you change levels or possess someone else "gaining their traits and objectives"

The custom NPCs are all posted to the workshop under their in-game names so they should be easy to search for. I think you can also navigate to them through my profile somewhere if that's easier.
None of the chunks exclusive to the mayor village have variants in this pack, but that shouldn't cause any issues. Even if you check the box to exclude vanilla chunks I'm pretty sure it automatically fills any gaps from the vanilla files anyway. If you're getting the bug where it gets stuck loading forever that's just something that happens in the game (thankfully very rarely now, he's been good about squashing that one it seems) and nothing to do with this pack, if some other issue is happening with generation I'd need to know specifics to be able to tell if it's something in the chunks.
The mayor village loading issue seems to just be an issue with chunk packs in general, I've had it happen several times myself with both mine and other people's packs. This one doesn't change anything at all about the chunk types unique to mayor village so I don't think there is anyway to fix that, hopefully it'll get patched in the next update but until then that's probably just a risk of using any custom content right now.
Thanks for the kind words guys, I'm really happy people are still enjoying this. Still updating issues as I find them and should have more substantial releases coming in the near-ish future. Almost done with a much less ambitious pack of about 50 new elevators, then I might finish off another side project or two before really focusing on the sequel pack.
However I dislike that some of the buildingh have like, 6 chests in it. Thematically it might make sense but gameplay wise it's very overpowered.
Not only is it access to a lot of strong items, but it's also a huge amount of xp.
I know that I can simply not open the chests, but then it kinda ruins the feel of it.
And yes, I had other chunk packs active so I guess I'll look into those. Overall, I still am enjoying this pack and am happy you're still maintaining it.
Ice cops run out of ammo eventually, you can remove those chunks from your version of the pack though which is easy enough I'd rather leave things like that in for the people that might enjoy them. Thanks for reporting your issues, I want this to be something that makes the game more fun rather than randomly killing runs due to sloppy design flaws.

But yeah, as amazingly designed and extremely varied this chunk pack is, it needs some kinks worked out.
By the way, the chunk that blocked me was a cave with a bunch of different NPCs in it, which i think included a vampire, a werewolf, a resistance leader and the like. It had a safe and a backroom from what I can remember.
The ghost chunk was quite large and was composed of a couple ghosts wandering around a huge building with dirt tiles surrounding it with trees and gravestones on them. That's all I could remember of it.
