Keep in mind it doesn't work on Save load. (as written in the description) because of CA spaghetti.

I like this, I say its fair since AI have infinite money and can field many armies with only a mine under their control and not go bankrupt

Yes it's because of how effects are coded in the game. The fact your income decreases after loading a save shows that it should be working. (Spending a turn will make it go back up again)

It's not work for me. My income not increase just like example your show, and I found another problem. I'm not sure because of this mod or not, but when I save and load game. My income for next turn always decrease.
