Because on such servers they make the following pet like a second character or npc, with it's own pivot point and completely disconnect with the player itself. To comply with the in-game importer you need to find a way that the on ground following cosmetic is attatched to the player bones and everything, but still behave as it wasn't

weve had servers with pet items following us on the ground since the start of tf2, and only now did someone decide to make an item?!
