you can also have prisoners work in no-qualification rooms (mopping, laundry) but be advised - gang members never work and properly managed gang members should not have money (they extort it from other prisoners by occupying points of interest (yard, common room) which they should not be allowed to do.

Uncomment them in production.txt if you are not using the DLC.
From what I hear, Paradox versions and DLCs might require a separate, differently coded mod altogether.
1 It breaks the Pantry room when the vendor storage room is placed anywhere on the map and it breaks food distribution to kitchens
2 If you have two separated staff rooms a distance away, with multiple vending machines in each room of the same type, when a guard as example wants some soup, he goes to the vending machine that is the furthest away, this maybe a game mechanic
