The scenario works best in multiplayer. Singleplayer is a bit hard. You can always play alone on a hosted server. That way you can choose to play with a different faction.

In single player, it's like playing chess against yourself.
You must give the player a choice of side at the beginning of the mission through the menu, and if the player does not choose then randomly, and the playable units of the other sides should no longer be available. Otherwise it's weird...

Try playing it with multiplayer (alone) and pick OPFOR. It should be easier
