You might wanna use some necromunda models for some units, as well as some of the custom characters, enforcer cadre's aren't suppost to be wearing proper arbites gear, as they are just the local police force found on planets. Cawdor Gangers would fit well for that role, As well as scavvers or cultists for Penal Legions
