Its old as fuck and pac3 has been updated at lot; at this point im sure its broken.

pac_draw_distance 0

i found pac 3 but it wont let me change render distance

Open the spawn menu.
Look to your top-right,
look in those menus at the top-right.
Keep looking till you find PAC3 settings.
Set render distance to zero.
