As to why.
There is no easy way. Try your player number otherwise there is no way things would work for you. Confusing or not, instructions are very clear about trying your way through figuring out things.
Again, I appreciate alternative way. I also appreciate people understanding that words must be interpreted, not simply expected to tell them what to do.
0. Activate the mod
1. Start the game
2. After countdown, press cheat menu on the middle right side of the screen
3. Scroll down until you see "Game Modifiers" and click it
4. Scroll down again until you see "Set Player" and click it
5. Select the number corresponding to the player order that you set yourself in the game setting menu (before starting the game)
ㄴ For instance, if you were in the 1st slot of the game setting menu, You Are Player 1.
Hope this helps. (And I don't know why the author wrote confusing instructions in the first place)
When used in the Conquest mode, the starting squad does not spawned, and the squad menu for waves I, II, III on the right side is not displayed, making it impossible to call wave squads. There are also cases where the cheat menu is not displayed in the bottom right corner.
Remember to also activate the actual cheat mod, the dependency shown, not just this.

What I was doing was adding the initiator for Cheat Menu at the end of the Evacuation.IM file so I could use the menu in the custom Extraction capable maps in the exact same place as I would for basic custom missions. I'm REALLY BAD at making custom missions any more complex than 'go here, clear camp, defend for x time' but since that's about as basic as a mission gets, there wasn't anything needed for format besides defining the waves (mostly copy/pasted stuff) and it kinda works, but I wanted to see if I could just get the menu to work on basic Domination and couldn't likely cuz of the formatting.
Part of this mod, I had to modify game UI XML definitions, so take a look how it is done (search for xml files in mod directory). Also mission files for each map would contain certain Cheat Menu initialization lines, so do look for examples from this mod. Keep in mind that current game version does NOT give you any indication which player is being used so you have to fiddle with player settings (per this mod description).
You still need to install Cheat Menu and ensure that it is enabled. Also make sure that no other mods can override skirmish/conquest maps, since Cheat Menu is very map dependent and it will not automatically apply to new maps.
