There are actually more conflicts of duplicate things. Apparently Rimsenal - Feral Faction Pack has the same items defined.

I fixed it by modifying the Patch Operations Sequence to use a Conditional PatchOperations to check if the item has a thing category or not. This is the code I use and I suggest you use to replace what you currently use as a patch: https://pastebin.com/By9PEEZP
This is a bit of a niche error as it looks like you need; Royalty Expansion, Rimsenal - Enhanced Vanilla, and this mod installed to get the error.
