maybe if spies are hit they cant cloak for 5 seconds cause they are shocked???

Thumbs Up, i love this design. The Shell catcher on the side is a little awkward, but it gives the whole tf2 style thing to it.

Fireing speed is increased depending on how may people use your teleporter.
Start off with.
-50% damage dealt.
upon friendly teleport, 10% more damage dealt.
Up to 10 more upgrades, resulting in you having +50% damage dealt.
If spy uses telepoter 10% is removed.
If telepoter is destroyed, all upgrades are removed.

If it's made to be an engineer weapons perhaps it could be made so that the alt-fire/taunt restores nearby buildings, or something similar?

Perhaps alt-fire could restore health, but surplus health could only stocked from a dispenser?

i would use it

Maybe it could be a proverbial FaN for engie. Three shots, slightly increased fire rate, slightly longer reload. And then it would mini-crit targets coated in liquids (mad milk, in water/emerged from water) and would crit jaratee'd players. And then would not be able to fire underwater.
