Adding to my below comment for the laymen to read without it being gibberish.

VTF files are the actual textures - how the pixels look in-game.
A VMT file handles the properties of a VTF file, giving it things like reflections, transparency, and the unique sounds heard when walking on that texture.

VTF stands for Valve Texture File, and VMT is Valve Material Type.

I do not own the vtf files. I do, however, own the vmt files. The textures could put put on any addon, but the entire addon cannot be copied - for example, to use the materials in Hammer or Blender.

Anyone could copy, redistribute, and reupload this addon since you don't own the materials.
