After playing with it for some time, I tend to agree. I'll need to do some testing to make sure the change worked. Also, I added influence gain.

Would it also be possible for the AI to only have the Super Planet on their Capitol. It seems a bit much to have it on every planet. Thanks

Ah, so you're wanting to choose which AI has the ability to use which/any modifier. I'll look into that for sure, as it does sound interesting.

Well, the other mod linked in the description allows you to enact this on only your planets, if that's what you're asking for.

I loved your old mod (Super Starting Planets) where you could pick the planet that was "Super". This new way certainly makes the game random, but, I was wondering if you could make it specific again by using something likes civics? Just something came to me. Thanks

That's what the other mod I have linked here is for. The other mod does not allow AI to use this modifier.
