if you meant placing boat as props one by one, not sure they need to float on the water.
If you meant you placed the building and set a route then picked whichever going to spawn and they sink underwater, i cannot think of anything, may be something changed in the game? or may be one of the addons cause problems? Sorry i may not able to help on this one.

Don't how but finally boats appear and I can place boats from "Yachts & Boats for Marina Spawners" on the Medium Marina but if I place them elsewhere, they sink under water, is there a way to make them floats?

i do not have it installed anymore, but to answer your question, no you souldnt place manually. You just place the building properly (make sure building location good otherwise they dont spawn) create path, select the boats, done.
I remember when i placed them and moved them later it sometimes stop spawning because of the anarchy.
Sorry i cannot help anymore since i do not have Cities Syklines installed anymore (waiting for 2nd one :D )

Nah.. that was the only problem I had after the new DLC. And only in the town i started before DLC. I already started a new town anyway.

As far as i remember i have no problems with intercity busses. Both workshop ones and default ones.
Also i am using same installation for more than 3 years. Never reinstalled, may be that is why i mostly dont see problems people mention, but may see problems that i can not figure out.

Can I ask... with regards to that interesting note here: you've mentioned you have 150 mods and still running the old save (i assume that's from before the Harbor DLC) - did you get any problems with intercity buses not spawning?
