Well, that is it, I guess. If I got it right, you have 2 VOX for one model. It's a sure thing, that only one will work. Maybe I could adapt them (so you'll have sounds from both mods on one model), but I can't use my main PC right now.
Maybe I should try to demolish this addon and leave only yours
Or maybe I'm dumb.
I just checked out, everything is work fine for me, so it might be that issue on your side...

If it still have no use, try to do something, that should make sound from mod and check console.
No, I didn't. That's a good idea, really, but in this time I tried to make canonical mod. At least, I hope, that this VOX might be canonical :D
However, you can make the one only by creating new NPC, I guess. Most modmakers use half-life NPC base, so they do default NPC but with custom model or something like this, I don't know how it exactly works.
Maybe, one day I'll learn more about VJ Base and make another SNPC, just for SOP...

Well, to be honest, I looked script at other VOX mods, because couldn't understand some lines too :D
You should check tfa_vox_template.lua if you downloaded https://bitbucket.org/TheForgottenArchitect/tfa-vox/downloads/ this base. In my mod I used only one .lua file and sounds.
