The SCAR was built to dump all of its damage into one target, kind of like a hollow point. That's why the zero on max distance. At least that was the theory. If you wanted, you could increase that to a few hundred and penetrate several zombies splitting the 95 damage between them.
1) The person running the server needs to disable consistency with the sv_consistency 0 switch.
2) The person running the server can download and enable the weapon for the server, in which case all players getting on to the server will need the weapon.
Either one of these will work for you and enable you to play with your friends online.
