You can use it yourself, in theory the AI should be able to use it too, but probably it's range is so short (2m) that they cannot effectively use it

This is a suicide mine, in real life soldiers comitted suicide with this, if you want to survive the 3kg of dinamite exploding the only possiblity is by getting in cover while attacking (which is hard but possible)

You can sometimes survive if you're at the very end of the range or if the second you click you crouch under cover

B: you find a mod that regenarates your health so fast that the game cannot kill you.
C: decide not to use it. (very clearly a joke)
