That's strange - it should be working just fine. Try restarting your game or getting rid of any other death sounds. You could also download it directly and place it in your addons folder with this website:

The addon that changes that is (to my knowledge) only available with The Frankster's total replacement for Combine voices. I've posted it below, but I'll post it here again:

The Frankster has an addon that replaces the Combine sounds with Combine Grunt sounds. I'd recommend you go check his addon out:
