Well I started a new map, plopped the building down, and could not find the error. However when I go back to my main city it still shows up. This time I put the building in a totally different spot and the panel still showed up and in the same spot on my map too. So no matter where the building is placed on my map, this glass panel appears in the same spot. Might be glitched in my map at this point.

@SC300BOOST: I had the same problem before on another building.
I had not observed it on this building, and you are the first to tell me about it for this one
as soon as I have a little time I take care of doing an update

I'm not sure why but each time I put this in my city I get a glass panel appearing about a whole tile or more away from where the building is placed. Nobody else seems to have this issue so I'm stumped. Maybe a glitch on my map. IDK.
