It can be crafted at any forge from 3 Golden Ingots, Leather Strips and a Ruby. It's Form ID is xx000D62.

I do respect what people love. I don't however respect how people take what they love and apply it to everything I love. Agree to disagree -- You guys are overly expressive about this particular thing. I grew up liking Doug and Rocko, but I never plagued it across the internet and into every game you've ever played.
