Where can I find it, is it not on the tooltip? Was it removed at some point?

It is not working for me, I'm playing with only sfo and I've even tried validating file integrity. The main settlement build chain does not have anything that says it gives and admin slot.
The tooltip of the forced march is saying 50% when it should say 30%, right.
But then the reforms and units are changed, so it's like only about a half of the mod is active.
Pls help.
- All new additions, including units, heroes, weapons and more, from last few patches and DLCs are now overhauled.
- Two-handed units are stronger on charge and deal more damage, their price was increased accordingly.
- All unit and hero clothing colors toned down for more realistic visuals.
- Oversee stance removed for now until better implementation can be made.
- Double March bonus speed decreased from 50% to 30%.
- Units now display their bonus vs elephants on their stats.
