Anyway, scouting around wonders, not only yours, mod I noticed a lack of "free pagoda" wonders, there are many free cathedral, mosques and some monasteries, but no "free pagodas" wonders at all. So maybe you want to give it a shoot if you are still on wonders mods. Thank you for your work!
I would first try disabling the ones that give luxuries, then the ones that have lua.
see if that solves the problem. hopefully you can narrow it down to a mod and report it to me.
1. Will these work with BNW and the Wonders pack?
2. Do they replace existing ruins?
And now I have a sugestion, the Arch of Trumph in North Korea, build to commemerate Korea's overthrow of the Japanese and the second largest Arch in the world if I am not mistaken

VIRAT RAMAYAN MANDIR of Kesaria, India, will be the largest religious monument in the entire world once its construction is completed. It will be dedicated to over 30 Hindu gods, some of whom will be life-size and made purely out of gold.
THE AHU TONGARIKI is the largest moai on Easter Island, Chile, and in Rapa Nui National Park. Moai were produced in quarries and then carried to the coastlines, where they watched over the sea.
THE GRAND PLACE in Brussels, Belgium. It's a UNESCO world heritage site and the historical centre of the guilds, in particular those of bread and cloth. It's quite pretty, too!
CASTILLO DE SAN CRISTOBAL (accent on the O) in San Juan, Puerto Rico, USA. Part of the San Juan Historical Site and the largest fort in the Spanish New World, it served to protect the island from land attacks for over 400 years. It's part of the UN's San Juan World Heritage Site. Its sister fort, CASTILLO SAN FELIPE DEL MORRO, was built to protect from sea attacks.
THE BLUE MOSQUE, formally known as the Sultan Ahmed Mosque in Istanbul, Turkey, is a popular destination paired with the Hagia Sophia (they're each 5 minute walks from each other). It's unique because it has six minarets compared to the standard four minarets. This was a controversial issue for decades.
