In short, the new one has 4 slot and +2 cultre on museum for city built it. +1cultre on museums for other cities

I will make some changes that will nerf this, mainly removing the production.
The only remark I would like to give is that the Louvre and the Hermitage aren't that different. The Hermitage does show artifacts from the pre-historic era up to Faberge Eggs and paintings from middle age to Impressionism.
If you compare the represented cultures then you will get similar results: The Hermitage covers an area starting in China and Mongolia, passing (pre-Russian) Siberia and the Scythians and arriving in Italy and France.
But maybe you should consider reducing the advantages. It's quite heavy giving happiness, gold, culture and production. Especially production can be removed as the Winter Palace wasn't more important for the technical development than other royal palaces. How about moving that to Peter and Paul Fortress which marked a bigger step for the Russians from the technological point of view?

Thank you for this... You have no idea how long I have waited for a mod like this. I have been to the Hermitage and I must say I have never been so blown away by the beauty of a city quite so much as St. Petersburg and if we are going to go on the route of largest museum, it is arguable that the entirety of the Hermitage and all of its branches would probably yield a larger collection than even the Smithsonian. Again, thanks, it was infuriating that this was made a national wonder.
