This mod's so old I don't even remember. I think it's some Battle of Berlin or Reichstag map.

It might come down to texture sizes, most skins use an 8x32 pixel sheet. Textures take up a lot of room so having really tiny ones like that seems to help keep the file size down. My new voice mutator thing has gotten fairly large though
