the mission isnt spawning it for some reason

You should be able to spawn it just by turning on the mission... There might be a discrepancy in versions, but shouldn't be.

Sorry, there's just no way around this... But as soon as you leave the harbor it should get better as the game doesn't render so many things once in the open waters
