I myself am not sure if it works. Haven't tested it. Another commenter tried it and said they didn't see the unite the federation law.
I'm personally excited to see what modders make with the new content. I really hope it's possible to create new Galactic Community roles. Imagine if there was a Galactic Labor Leader, a Galactic Military Leader, a Galactic Judge, etc. That would bring the Galactic Community to a whole new level and make multiplayer games really interesting.
It would be difficult to balance that, and make the AI understand it, so I understand why they didn't include it. Would be really cool if they did add it though.
Another thing I hope they add is the ability to war with the Galactic Community. I can see this one being added someday, considering the new Custodian role and Galactic Fleet coming in the Nemesis update.
Also take your time, don't feel rushed :) . You're doing this out of kindness and there's no deadline.
Not going to officially update it to 2.8 since I am not 100% certain it works. When I start playing stellaris again, or when somebody lets me know that it's definitely working, I'll update it to 2.8 on the workshop.

I believe the former is possible, but not the latter. I'll look into implementing it and let you know if I do.
In theory would you rather keep your flag or get a random flag? Because it might be possible to give a random flag.
I'll look into adding an edict to remove the rebels.
