i have a theory that if you are running any kind of mod that gives more random coat variants to other animals it will sometimes overwrite this reskin causing some of the thrumbos to be puffy and others to be vanilla. Its the only thing i can think of that might be causing it.

Bruh, first that one cool mod author that made those goofy skins made a good Rimworld mod(s), now the guy who made the 2B mod is here. That's awesome.
As for the skin, well done. Really encapsulates what I thought the Thrumbo would look like in a "realistic" sense.
