@ Ren Guest can access the building if you add a path to it. It functions as a restaurant, and I use it in my own zoos. Like other scenery pieces they pass through it, so the stairs are no problem. I added them over the path to make it prettier.

This is an incredible build! I'm really in awe of how detailed it is. It's a wonderful asymmetrical build and I'm very impressed by the support beams. I have to ask, though, is it accessible to guests? It seems to me that I couldn't easily add paths and guests can't walk up the stone stairs.

Strangely enough it only tells me I need the arctic pack here in the workshop, which is all good. But in game it says I need the south america pack! Is it a bug?
