The last thing is something I am not even completely sure about being a bug. But when I made the overthrow the republic decision I waited several years, and no civil war started nor was my system reformed into feudal/imperial, instead remaining as a merchant republic. Maybe it will just take a very long for the civil war to begin, but it also might not be working.
When you form it I think it has predetermined de jure land of most of Italy except Po valley.
A strange thing happens later. Normally when you form WRE with a feudal ruler all land in kingdoms you entirely control will be made into de jure of WRE, but all lands that are de jure k_roman_republic will not become de jure of WRE instead being de jure of no empire.
Thirdly when you make restore the Roman empire (with republic eke k_roman_republic title) you will
not get all kingdoms into de jure empire, but instead predetermined lands of Italy, its islands, and Carinthia.
I have done fairly thorough testing if it is working well, and I came across two small problems, so if other people are interested in this mod it is still good just has a few problems. (those can be ignored or fixed fairly easily)
First in your decisions/imperiumromanum.txt file you create a new "restore roman empire decision" one that requires the non-existence of the western roman empire. While that makes sense you would need to make this modification in realm_decisions.txt, otherwise, you are just duplicating the decision while leaving the vanilla one available.
Of course, you could just delete it and let the East restore Rome even if the Western empire exist.
Roleplay wise you will probably never see AI creating WRE anyway and if you do you can say East would probably ignore their claim to throne the same way they do to HRE (which actually is in-game most of the time).

Now Im not sure if this is a bug or if I screwed something up, but when I went to switch to the Roman Empire from the republic, a prompt came up that said the empire was recreated but my government stayed as a merchant republic
