If you want to surface, planes full up and drain those ballast tanks manually. On my later subs, you'd have a fill set system, but this is a legacy creation.

It's a safety feature. You don't really need to adjust ballast often, since you just use it to achieve neutral buoyancy and adjust depth with the planes.

The ladder can't be fixed, it's a stupid stormworks feature that I also hate.

1: You must be on advanced vehicles mode. 2, if you're on advanced vehicles: You just have to press E on the numbered buttons on the screen on the top left.

the ladder from the cargo hold into command center is actually infuriating.... keep getting stuck
