I noticed the AI also get the 20 envoys

Also you don't need to establish a federation either to get these envoys as stated by jorgen. You can get additional 20 envoys at start of the game if you turn on this edict.

So I didn't get how this worked initially either, but to get more envoys you will find a new edict in the edict menu for envoys. It gives you like 20 I believe.

@jojobe if i read the description right, you need to have an established federation with other cultures, to get those extra envoys

Can you make one thats only +2 envoys?
