This mod is honestly great, and works nice with my viable feudalism mod. For some reason however, my vassal government types are not changing. Ethics and research seem to work fine, however.

If you are looking for a way of selecting species on a planet, take a look at the resettle.02 and resettle.03 events in my mod
Resetlement Tool . The event displays 10 planets as options that the player owns when triggered. It could be modified to work with species (and countries too) instead of planets.
