I finally figured out what causes this. So this error occurs when steam can't find the archive file for whatever reason. I was able to reproduce this by deleting the workshop files and launching the game. The fix is to unsubscribe then resubscribe to the mod. You have to do this per mod on their individual mod page. If you try to unsubscribe all then resubscribe all via a collection it doesn't re-download the mods for some reason.

I'm getting an error for Lost Blueprints: Invasions.
"This mod is missing the archive file."
