That's really good idea. However, unfortunately, It's like making totally new legion skill for every races. I have no ability to do that. Sorry.

About Skaven, long time i didnt played with them, so may be thats not the better idea to add corruption, but maybe add Food instead of Gold to impact on public order as the building do for other factions.
Yeah, I thought that too. And... sometimes I care about lore stuffs, but not that much. I basically think utility and convenience is more important than respecting the lore at making mods. Plus, as may you know, garrisons cannot be more than 20 unit cards and if it's more than 20, often the stronger units are excluded. It's not common case but I should consider that. Also, I set high tier infantries to some races(such as Depth Guard), I wanted to deploy units that hard to recruit or peoples don't use that much.
And the Skaven corruption. I didn't play Skaven campaign yet(though I already made some Skaven mods lol), but Skaven corruption isn't always good for Skaven them self, right? So I don't want to add that. Instead, how about increasing income to 100?
So i suggest to change that for 2 (or 3 if balance necessities) basic units for Empire, Orcs, Norse, High Elves and Vampirate (for the others factions, your choice seems logical).
Also, Skaven one should spread some Skav corruption.
