Report a translation problem
I had a few ideas I would love to see you add to this mod. Any interest in hearing them? Would love to see this unit expand as it has great potential.
Also get a compatibility error with the mod Real Era Stop.
It is for me exactly this sort of thing that is missing from Civ6 - Diplomacy is a joke, as there is no way at all to retaliate if another player or the AI goes after one of my City States until after it has fallen - there really ought to be an option to warn them off or else, at the very least.
The only other mod that I can think of which might possibly have a conflict with FalseFlag is the "Better Recon Unit" mod which tweaks the recon units quite extensively. I got no other clue as to what the actual issue it here. HELP!!
I run "Radiant Better Unit Promotions" along with mods that change unit resource costs such as "Drenghbar's Strategic Resource Tweaks".
Other than that another mod in particular might be conflicting with your mod, its called "Gift It To Me".It lets me gift units to other players/city states and utilizes the same UI interface that your mod uses to show Black Op's operations when in opponent territory.
I will try to turn off that mod and test if your mod works. Here is a full list of mods that Im using. Please take a look if you can to resolve any mod conflict's that I haven't observed.

It does seem odd that they'd conflict with each other, admittedly.
When I try clicking on them, they don't do anything, though.
When using both mods together, the minimap turns light blue and becomes slightly smaller, and the buttons for Lenses, Pins and the other options suddenly jump to the top of the minimap.
I'm not sure how or why this happens, and I have not encountered this issue before when I wasn't using CQUI.

No other issues asides from occasionally when producing the unit the icon it uses is for another/random unit if that makes sense.
