I'm not sure what you mean by "run full setup". I had only vanilla with some thrown-in DLCs, purchased the Anthology via steam, it auto-installed successfully as far as I can tell, and I didn't mess with it further. Are you suggesting I reinstall everything from scratch? It *is* conceivable this problem was actually a side effect of a second new mod conflict I discovered only after I resolved this one. I'm now continuing my R&F game w/o further issues since and don't want to mess with this more until I've completed it. At some point I will try a GS ruleset game and re-enable this. I thought it was important I report my findings given that Dr. SW had what seems like the identical issue, so there are others.
The UI hang turned out to be caused by a totally unrelated fatal mod conflict, which triggered me to reload & encounter this problem. I speculate that it only happens when you use an earlier rules set than Gathering Storm, even if you do own GS. But even then everything seems to work fine until you reload the game for the first time (speculation). I simply assumed that owning GS was enough, as governors were introduced in R&F, which I am using the ruleset for. But this mod appears to require starting the game using the GS ruleset, not merely owning it. This could be made more clear in the description, as it's not obvious (to me), and the problem is quite serious & confusing to track down. Perhaps it could even still be patched.
The count didn't include Great People points for districts.
For example, I build campus and library, but this UI only count 1 Great People point, it should be 2
Since this Secret Society "govenors" are not placeble in any city, but have nationwide effects, should it be excluded from the Real Governor Inspector?
I was wondering about using RMA module which can handle yields, but there are also many non-yield effects that need programming anyway. In the end it was easier for me to just code everything.
But i.e. if you use Better Civilipedia with modifiers enabled, it will display values for each promo, even modded ones, assuming that Gov is placed in the Capital. Then you can see how many promos still need programming and that is a lot unfortunately.
Just one issue: Governor Victor's screen shows resources which are not still known (spoiled!) (Defense logistics title). For example, I know one of my cities has oil... and I'm in the Classical Era :)
