While balance issue is also considered, they hate you because you are a true space demon. The shards were made to hate each other so they can't become united without guns and must experience a long term chaos and local hostility. Also, Stellaris encourages specialized planets so shard empires will nearly always have broken and imbalanced economy. They can no longer grow into a threat with considerable industrial and / or technological power and they are almost fated to extinct or be annexed by powerful neighbours. Even those learned the concept of Egalitarian from you knows that you are a true space demon.

The real-world Pacific Ocean Police may be not having that much opinion penalties with Authoritarians, Xenophobes, and real-world Shared Burden empires, but they do in some degree, and the Galactic Police is an extremized variant that I think -500 is a fair amount to make it as extreme as it sounds.
If it's implemented in a way that matches all the flavor and immersion and allow the empires you are talking about to use it, the war goal should be unlocked by a tech or tradition that's available to all and it should be called something else like "National Fragmentation".
I also really don't see why Galactic Police get an opinion modifier with authoritarians and xenophobes. The civic's clearly based on America, and America works with plenty of xenophobes and authoritarians.
