It could be steam being a nuisance, that wouldn't be new. Unsubscribe, resubscribe, launch the game to main menu then close the game and see if Divinity suddenly has a workshop download.
Sometimes steam just won't start the process for some reason.

pretty much all of my mods should have their name in their file name, something like cap_tweaks_version should be in there somewhere if it downloaded correctly.
Note that if you are playing DOS2 Classic my mods also just will not appear, as a rule - Def Ed versions only.
