I don't think I ever figured out why the tanks wouldn't stop coming :S It's been so long since I worked on this :D
1. Turn off all other mods
2. Perform a 'verify integrity of game cache' on l4d2, you can find out how to do this via google
3. Unsubscribe from the mod and download it instead from the 'gamemaps' website (you can reach it via google).

This survival map actually has two game modes, 'above ground' and 'underground'.
In 'above ground' you start at a CEDA facility in the middle of a city, you eventually make your way into the underground base that has better traps to see how long you can survive. In this mode there is no underground car-park (as it was destroyed following the events of the underground mode) so you won't be able to get to the military Humvee, so what you're doing already (surviving as long as possible) is correct.
In 'underground' mode, you start in the base before the events of 'above ground' mode so you get to see what happened to the base. In this instance the zombies have just broken out and you and the team isolated yourselves in an office so you don't get killed. In this mode, you need to try and get to the bottom level to reach the garage, which you will then attempt to fill a military Humvee with gas/petrol in order to escape the CEDA facility. This map can be treated like a scavenge/objective mode map, however you can also choose to see how long you survive if you'd like, you don't have to refuel the vehicle.
