is it just me or if i zone them in a 4x2 zone they never upgrade?

These spawn in my city just fine unless I add them to a District Style. Then I make a District, assign the Style that includes these, and these do not spawn (same with the earth homes you made). Any that are already there (even if made historical) disappear from that District once the Style is applied.

Do you know why these won't spawn into a District when they are included in a District Style?
