Tested with the Reaver Start added by Living World and I haven't seen a single Reaver with a Masked Helmet. :)

Good news: I found it, and its always there.
Bad News: It's in Drifter's Last, the most south western city on the map, and a hell of a long journey to get there.
What normally is a private armory is now public, and on the roof will be a armor trader that should have the blueprints. The only reason I found this was because I was testing out a custom start I was making and it started me there.
Likely to be a little bit though, unfortunately very busy with college atm.
