As the description states: you set it with your "Custom Action" 15 and 16
You could just remove "if (!(isMultiplayer))" plus everything in the "else" and it would always be useable as in SP
Only in SP; I didn't want everyone to be able to just rearm/respec in the middle of the mission. In MP you should be able to load "your" loadout and that's it.

And I know what the problem is: in MP a vehicle spawns as side "CIVILIAN"; so it doesn't actually belong to your side, but if not locked via scripting, anyone can drive anything (from any side), that's why for normal vehicles it doesn't matter.
UAV is a different story though, as the side does matter.
Now, one would think: just use a CIV terminal (as Blufor for instance) to connect to the civilian UAV, but you cannot use the terminal from a different side as yours.
What's really stunning: even when playing as a CIV, with a CIV terminal you cannot connect to the CIV UAV!?
For now I've tried to change the UAVs side to the players; unsucessfully so far.
I ask because other menus are able to pull off opening as many times as needed without issue.
Does the mouse not work when using the vehicle or generally after opening the garage?
But if you reset these variables, you can open the arsenal/garage again:
