maybe you could make the piano guy allied to the player and still have him just sit down so that you wont have to kill him and he will still play piano

The only places I know of that singular enemies can get stuck at is beside the church and on the rooftops of some buildings, besides that I don't know of any bugs. Did you kill the pianist?

I've beat this twice, but I can never find the last enemy. I can't tell if they're glitched or I'm just not looking in the right place/they're hidden, but I keep searching and finding nothing.

Most of them are just the textures from the saloon level, but a few are custom textures. I didn’t make them myself though, I can link them to you if you want.

One question, how did you get custom textures for the characters? Did you scroll through the characters or did you import textures for them?
