You can also use Force Level Up mod to get past the first stage (vacant lots) and move on to higher level and different homes.
Also, be sure you click the Collection above "bad Side of Town" and click "subscribe to all".
If you just paint or fill an entire area of residential zoning then the game prefers to grow 4x4, and I don’t have many 4x4 assets in this style because those tend to be larger, more well-off homes that wouldn’t fit in a “bad side of town” build. Therefore, try zoning isolated strips of small residential lots, such as 1x2, 1x4, 2x2, etc. once the assets grow you can zone the lots next door the same or you can leave them vacant and add fences, trees, props, etc. to make the assets look like they have larger yards.
What lot size, specifically, are you having this trouble with? It may be just that specific size, such as 4X4, that lacks a level 2 asset or has a level 2 asset that has been removed from the WS or something. I will check, but if you could let me know what lot size that would be very helpful.

4x4 just don't grow.
If you just fill a zone the game will spawn 4x4 assets first and these may not grow into different "bad side of town" homes, but smaller sized lots will.
I tried to find a way to save buildings in their "abandoned" state and upload them to WS but I was unable to do so ;(
That happens first in the lower tiers, then higher tier homes will grow there. Also, try making smaller lot sizes.
The smallest houses will not grow in the District when this Style is applied. It is a bug in the game with all District Styles - they prefer to fill 3x4 and 4x4 spaces first. Try forcing 2x3 homes to grow -- and level them up.
