I can't maintain a consistent 60FPS without this mod.
There are 2 settings that influence your CPU workload, shadows and reflections. For reflections you can try using low setting. For shadows either use this mod + high settings, or just turn it off altogether.
I mean, if my CPU was indeed the issue and not the game itself and how it's shadows are optimized, then why don't I have these dips in other and arguably far more demanding titles as well? For example: GTA V, PUBG, Bannerlord or Fallout 4.
So try monitoring PCI-E bus usage too, you might have a bottleneck there. If you are using Afterburner, you can find it under "BUS usage" name. It should be under 15% while you are racing. (ideallly <10% on PCI-E 16x Gen 3.)
Also unfortunately the game uses DX11, which needs a lot of CPU power. I'm not sure if you are CPU limited never worked with AMD Bulldozer before.

What kind of GPU are you using?
I usually play on Ultra settings with motionblur on and shadows off (with 90 - 120 fps) because of this issue.
