I have never seen a level crossing where the lights stay on after a train passed, yet.
Hmmm... usually the box should not glitch. I do not have this problem and so far I you are the only one I know this is an issue.
Does this problem only occurs in slowmo? If yes, try step 3 without slowmo.

In slowmo the box with actuators glitches and flips and stuff (Caused probably by the actuator collision) with makes reseting it (CTRL+r) not possible.

This crossing is based on German styled level crossing. They usually have no flashing lights. They have an acoustic signal, but I decided to leave off a horn in BR.

Like Rayven said, press F. You then can move freely around the map via WASD. Hold Spacebar to set the green box and release it to move the vehicle.
