Maybe more, I do not remember. My plan is to implement the three levels for all WH3 factions in Inmortal Empires.
No short ones here so far. They are mean to be huge.
Regarding the main mod, you can check the factions that have three levels. Not a lot of them:
Short (50 turns) / Long (150) / Ultimate (250)

You could create the submod itself actually, it is quite easy using the framework.
Was thinking on that right now. It would be possible.
For some reason I am not able to explain, custom victory conditions do not load with hordes. Initially the idea was to have Military and Economic enabled for Hordes and disable Cultural, but after running some test I discovered that. It is weird and I have not found any explanation, but using the same process than with the other factions results in an error in Beastmen, Chaos and Spirits of the Jungle.
I do not think I can do anything to solve it.
