So, the mod activates automatically (after activating in the launcher!), and you only need to enter the diplomacy screen of a foreign country.
It does not work with AI unless you use commands (yesman).

Hope this helps anyone else that was confused, looking for it in "decisions" or "game rules".

doesnt work anymore (atleast for me), i send it and i tag over to ai to accept it cause some event glitched out before i turned mod on, when i accept it, nothing happens :/

Like some others here, I seem to be unable to find the Faction features part of this, no offense to the author but I hope we didn't just download junk data!

Could you add the possibility to create factions for singleplayer? Maybe just the button that can be used with "nocb" to avoid AI created factions.

Mod works well, but when enabled it removed the "Early Second Weltkrieg" tab in custom which I need to keep restricted otherwise war risks happening 1936. This mod will be perfect once this issue is fixed
