I think it would be REALLY cool as just a regular move that didn't cause a submission, as long as it still caused damage.

I think if you made it illegal, you'd still have weirdness where sometimes the referee counted it and sometimes didn't, for the same reason he'll sometimes check for a submission and sometimes not. Maybe just making it so that it functions as a regular move is the best alternative.

Plenty happy to have this one for Tornado matches and battle royals. Would it be possible to get a non-submission version that also had the illegal flag set, so the referee would count the double team and the person wouldn't give up in the meantime? That's how I would think it should work in a "strict" tag team match.
