Actually, I thought they were different (thought I made this one +1 to attack stats) they are almost identical except the attack gets weaker when the attacker's back and arms are weak. It's neck and arm for the top rope version in the game.

What is different about the stats that makes them only similar? I am like 99% satisfied with the move! And yeah I thought he was who this move was designed for. It's old school, for sure.
